Özet

  • Hastanelerin yapısal ve yönetsel değişimim sağlık reformunun önemli bileşenlerindendir. “İdari ve mali özerklik” başlığında yer alan bu değişim desantralizasyon düzenlemeleri ekseninde kamu hastanelerini piyasa işleyişine uygun hale getirmektedir. Türkiye’de de bu eksen çerçevesinde 663 sayılı Kanun Hükmünde Kararname (KHK) ile getirilen düzenleme Türkiye’de Sağlık Bakanlığı’na bağlı hastanelerin yönetim yapısını tümden değiştirmiştir. 663 sayılı KHK, hastaneleri merkez teşkilatında “bağlı kuruluş” statüsünde olan Türkiye Kamu Hastaneleri Kurumu’nun yönetimindeki “Kamu Hastane Birlikleri” yapısına dönüştürmüştür. Bu yazıda oluşan bu yeni yapı incelenmiştir.

Summary

  • Structural and managerial transformation of hospitals constitute an important component of reform in health. This transformation taking place under the motto “administrative and financial autonomy” adapts public hospitals to the working of markets around the axis of arrangements for decentralization. In Turkey, the arrangement introduced by the Decree Law (DL) no. 663 totally changed the structure of hospitals operated by the Ministry of Health. The DL 663 transformed hospitals which used to be under the Public Hospitals Institution of Turkey, which was attached to the central organization of the Ministry, into “Public Hospital Unions”. The article examines this new structure.
