6 Şubat 2023 tarihinde meydana gelen Kahramanmaraş merkezli depremlerin ardından kamu kurumların planlama, hazırlık, müdahale ve iyileşme çalışmalarındaki performansı her düzeyde eleştirildi. Türkiye Afet Müdahale Planı içerisinde destek paydaşları arasında sayılan Sivil Toplum Kuruluşları müdahale sistemine dahil edilmelerine rağmen hizmet grubu sorumlusu olan kamu kurumları ile uzmanlık dernekleri, meslek örgütleri ve diğer STK’lar arasında iletişim ve koordinasyon olmadığı gözlenmiştir. Sivil toplum kuruluşları toplumsal afet bilincinin artırılması, afetlerde gönüllü ve nitelikli çalışan sağlanması, hizmet grupları arasında iletişim ve hareket kabiliyetinin genişletilmesi, toplumsal dayanışmanın güçlendirilmesi gibi önemli katkılarda bulunabilir. Afetlerin etkin yönetimi için özellikle toplumsal sivil örgütlenmenin adresi sivil toplum kuruluşları dahil toplumun tüm unsurları önleme, müdahale ve rehabilitasyon hizmetlerini içeren kapsamlı bir planın hayata geçirilmesi için çalışmalı, tüm kaynaklar bir sistem dahilinde yönetilmeli ve kullanılmalıdır.

Following the earthquakes that struck Kahramanmaraş on February 6, 2023, public institutions came under fire for their performance in planning, preparation, intervention, and recovery studies. These studies were conducted in response to the disaster. Civil Society Organizations (CSOs), despite being acknowledged as important stakeholders in Turkey’s Disaster Response Plan, are not effectively integrated into the intervention system. It has been observed that there is a lack of communication and coordination between the public institutions and non-governmental organizations (NGOs) responsible for providing services. Organizations that are part of civil society play an important part in society because of their significant contributions. These contributions include raising public awareness of social disasters, providing trained and devoted personnel during times of crisis, fostering effective communication and collaboration among various service groups, and strengthening social cohesion. It is imperative that all sectors of society, including non-governmental organizations, work together in the execution of a comprehensive plan that encompasses preventive measures, intervention strategies, and rehabilitation services to ensure the efficient management of disasters, particularly regarding the involvement of social civil organizations. This is because it is only through such collaboration that an effective management of disasters can be achieved. In addition to this, it is of the utmost importance that all the resources that are available be managed and used efficiently within a specific framework.
