Türkiye’de 100 yılı aşan bir süredir devam eden “Cumhuriyet” yönetim biçimi, bağımlı kapitalist bir ülkenin alt yapı ve üst yapı kurumları dikkate alınarak değerlendirilmelidir. Bu durum, Cumhuriyet yönetim biçiminden hem beklentileri hem de eleştirileri ortaya koyarken, kapitalizmi dikkate almadan herhangi bir çalışma gerçekleştirmek ve bilimsel bilgi üretmek eksikli olacaktır. Çalışmada, kapitalist kamptaki bir ülke olarak Türkiye’de uygulanan Cumhuriyet yönetiminin “kapitalizmin koşullarına göre şekillenen” süreci dört döneme ayrılmıştır. Ve her bir dönemdeki sağlık politikaları genel hatlarıyla değerlendirilmiştir. Sonuç olarak, en somut haliyle yaklaşık son 30-35 yılda izlenebildiği gibi, önceki dönemlerde de Türkiye’de kapitalist dünyada egemen sağlık politikalarının dışında herhangi bir temel-belirleyici sağlık politikasına ve/veya uygulamaya rastlanamamıştır. 

The “Republic”, the form of government that has been in place in Turkey for over a century, must be assessed in view of the lower and higher structural institutions of a dependent capitalist country. This would help set forth both expectations from and criticism regarding the Republican form of government, while any study conducted without taking capitalism into consideration, and producing scientific knowledge would be deficient. In this study, the progress “shaped by the conditions of capitalism” of the Republican form of government as applied in Turkey as a country in the capitalist camp, has been divided into four periods. The health policies during each period have been assessed in general terms. In conclusion, as it has been observed in the last 30-35 years in the most concrete terms, and in previous periods also, no fundamental-constitutive health policies and/or practices other than health policies prevalent across the capitalist world have been detected in Turkey.
