Bu çalışmada, gıda-tarım literatüründe sıkça kullanan üç temel kavram olan gıda güvenliği, gıda güvencesi ve gıda egemenliği kavramları ele alınmaktadır. Bu üç kavramın halk sağlığı perspektifi ile tanımı yapılmakta, bu perspektife bağlı sınırları çizilmektedir. Gıda ve sağlık ilişkisinde bu üç kavramın nasıl birbiriyle bağlantılandığı ele alınmakta, ayrıca bu bağlantıların üç kavramı nasıl sınırlandırdığı veya geliştirildiği ele alınmaktadır. Ayrıca, gıda sistemi yaklaşımına bağlı olarak, bir meta olarak gıdadan süreç olarak gıdaya geçişte bütüncül bir yaklaşımın nasıl mümkün olduğu bir örnek üzerinden serimlenmektedir. Gıda güvenliği, gıda sürecinin tüketim ayağına odaklanan, tüketim sürecindeki bir gıdanın insan sağlığı açısından hangi koşullarda tüketilebilir olduğunu tanımlayan bir yaklaşımdır. Dolayısıyla, gıda-sağlık ilişkisinde olmazsa olmaz yaklaşımlardan ilkidir. Ancak, mevcut şirket gıda sistemi bu kavramı bir takım sınırlılıklar içerisine hapsetmektedir. Gıda güvencesi, bir toplumda herkesin sağlıklı gıdaya erişebilmesini tanımlamaktadır. Bu açıdan, gıdanın toplumsal bir ilişki olması ve bir hak olarak tanımlanmasını mümkün kılması itibariyle gıda güvenliği kavramından farklı ve onu aşan çeşitli boyutları vardır. Gıda güvencesi kavramı, gıdayı toplumsal bir süreç olarak tanımlarken bu süreçte hangi aktörlerin karar verici olduklarını göz ardı etmektedir. Gıda egemenliği kavramı, gıda üretim-tüketim ilişkilerinde yer alan asli aktörlerin bu sürecin belirleyeni olmasına odaklanan, toplumsal karar alma süreçlerine bu aktörleri yerleştiren bir kavramdır. Böylece, gıda güvencesi kavramı, gıda güvenliği ve karar verme ilişkisi ile bütünleştirilerek derinleştirilir.

The aim of this study is to identify the three most essential concepts that are used in the food-agriculture literature, such as food safety, food security and food sovereignty. It is done in accordance to defining these three concepts in regards to public health perspective, and showing their limits. The relation of food and health with regards to these three concepts are shown and how these relations have limited the use of these concepts are discussed. With regards to the food-system approach, how is it possible to move from food as a commodity to food as a process is discussed and a more holistic approach is off ered. Food safety is a concept that focuses on the consumption part of food and defines the safety conditions of a food in regard to humen health. In this sense, food safety is a concept that is indispensable regarding the food-health relations. Hence, the current corporate food regime limits this term. Food security is a concept that determines the accessibility of healthy food to all the members in a society. In this sense, food security goes beyond the food safety concept and defines food as a right and as a social process. However, it does not define which are the actors that has the right to participate in decision making processes. Food sovereignty is a concept that puts food producers and consumers at the hearth of the decision making process of food system. In this sense, food safety and food security is now related with decision making and becomes a much more holistic approach.
