Bu çalışmanın amacı, Rusya Federasyonu’nda yaşanılan COVID-19 salgının incelenmesidir. Bu inceleme sayesinde ülkenin sağlık sisteminin de değerlendirmesi hedeflenmektedir. Rusya Federasyonu’nda salgın 31 Ocak 2020 tarihinde başlamış, Nisan ve Mayıs aylarında zirve yapmıştır. Haziran ayı ile birlikte kademeli olarak normalleşme sürecine girilmiştir. Rusya dünya üzerinde en fazla vaka görülen dördüncü ülkedir. Salgınla mücadelede öncelikle vakaların ve temaslıların takip edildiği bir sistem kurulmuştur. İzlem sırasında büyük kentlerde yüksek teknoloji olanaklarından yararlanılmıştır. Rusya’nın otoriter yapısı nedeniyle verilerin güvenilirliği ile ilgili tartışmalar bulunmaktadır. Bu nedenle salgının sonuçlarının sağlık sisteminde yaşanılan dönüşümle ilişkilendirilmesi çok da doğru değildir. Bir salgınla mücadelede en önemli adım düzenli veri akışının sağlanmasıdır. İçinde bulunduğumuz çağın bilişim teknolojisinin olanakları göz önünde bulundurulduğunda, bu konudaki en büyük engelin siyasi tercihler olduğu düşünülmektedir

The aim of this study is to examine the COVID-19 outbreak in the Russian Federation. Thanks to this review, it is aimed to evaluate the health system of the country. In the Russian Federation, the epidemic started on January 31, 2020 and peaked in April and May. During June, the process of normalization has started gradually. Russia is the fourth country in the world with the highest number of cases. In the fight against the epidemic, a system has been established where cases and contacts are followed first. During the monitoring, high technology facilities were used in big cities. There are discussions about the reliability of the data due to the authoritarian structure of Russia. For this reason, it is not very correct to associate the consequences of the epidemic with the transformation experienced in the health system. The most important step in combating an epidemic is to ensure regular data flow. Considering the possibilities of the information technology of our age, it is thought that the biggest obstacle in this issue is political choices.
