Özet

  • Belçika genel olarak temel sağlık göstergeleri çok iyi düzeyde olan bir ülkedir. Yurttaşlar için Belçika sağlık sisteminin en belirgin avantajı, sosyal sigorta sistemi içinde hemen hemen tüm alanları kapsayan bir sağlık sigorta sistemine sahip olmasıdır. Ülkede COVID-19 pandemisine yönelik ilk önlemler Ocak 2020’de alınmıştır. Bununla birlikte, salgının başlangıcında Belçika Hükümeti’nin hızlı harekete geçmemesi sağlık uzmanlarınca eleştiri konusu olmuştur. Belçika’da ilk COVID-19 olgu tanısı, Şubat ayı başında ve hastalığa bağlı ilk ölüm ise Mart ayı içinde gerçekleşmiştir. Diğer Avrupa ülkelerinde de olduğu gibi Belçika nüfusunda yaşlıların orantısı yüksektir. Bu durum, salgına karşı etkin mücadelede zorluk oluşturmuştur. Nisan ayı başında huzurevlerinde gerçekleşen ölümler ülke geneli ölüm hızlarına dahil edilmiştir. Pandeminin ilk aylarında huzurevi sakinlerine yeterli test uygulanmaması, görevli bakım ve sağlık personeline koruyucu maske tedarikinde geç kalınması buradaki vaka ve ölüm hızlarının yüksek olmasına neden olmuştur. Belçika sağlık sisteminde sadece onaylanmış değil, olası ölümler de COVID-19’a bağlı ölümler olarak kayıt altına alındığından özellikle pandeminin ilk aylarında dünyadaki en yüksek ölüm hızına sahip ülkelerden biri olmuştur. İlerleyen aylarda pandemi öncesinde de mevcut olan sağlık sistemindeki sorunların daha da belirgin hale gelmesi üzerine, sağlık emekçilerince hükümete yönelik ciddi eleştiriler ve eylemler gerçekleştirilmiştir.

  • Belgium is a country in general with very good primary health indicators. The most obvious advantage of the Belgian health system for citizens is that it has a health insurance system that covers almost all areas within the social insurance system. The first measures against the COVID-19 pandemic in the country were taken in January 2020. However, the Belgian government’s failure to act quickly at the beginning of the pandemic has been criticized by health experts. In Belgium, the first COVID-19 case diagnosis occurred in early February and the first death due to the disease occurred in March. As in other European countries, the proportion of elderly people in the Belgian population is high. This situation has created difficulties in effective measure against the pandemic. Deaths in nursing homes in early April are included in the nationwide mortality rate. In the first months of the pandemic, the inadequate testing of the nursing home residents and the delay in the supply of protective masks to the care and health personnel caused the case and death rates here. Belgium has become one of the countries with the highest mortality rate in the world, especially in the first months of the pandemic, as it is not only approved in the health system, but also possible deaths are recorded as deaths due to COVID-19. In the following months, when the problems in the health system, which were present before the pandemic, became more evident, serious criticisms and actions were taken by health workers against the government.
