Özet

  • Endonezya’da 2020 Mart ayı sonunda, farklı kurumların koordinasyonunda tüm şüpheli olgulara PCR testi yapılır hale gelinmesine karşın, Güney Kore, Çin ve Japonya gibi bölge ülkeleri ile karşılaştırıldığında uygulanan test sayısının yeterli olmadığı görülmektedir. Ülkede pandemiye hazırlıklı olunmadığı, var olan sürecin şeffaf yönetilmediği, toplumun katılımının sağlanamadığı ve bütün bu eksiklere rağmen, eleştirel görüşlerden yararlanma yoluna gidilmediği görülmektedir. Ülkede sağlık hizmetlerinde kurumsallaşmış birinci basamak hizmet modelinin bulunmaması, sağlık hizmetlerinde özel sektörün ağırlıklı rol sahibi olması ve sağlık sisteminin desantralize yapısı pandemi ile mücadelede zafiyet nedeni olarak ortaya çıkmıştır.

Summary

  • In Indonesia, at the end of March 2020, PCR tests are performed to all suspicious cases under the coordination of different institutions. However, fewer PCR tests were applied in Indonesia compared to countries in the same region such as Korea, China and Japan.It was observed that the country was not prepared for the pandemic, the existing process was not managed transparently, the participation of the society was not ensured and critical views were not taken into consideration despite all these deficiencies. The absence of an institutionalized primary health care service model in the country, having the private sector an important role in health services, and the decentralization of health services have emerged as the cause of weakness in the fight against the pandemic in Indonesia.
