Çoğu ülkede olduğu gibi Peru sağlık sisteminde de neoliberal politikalarla 1990’lardan itibaren bir dizi reform süreci başlamıştır. Yapısal reformlarla, cinsiyet, etnik köken, gelir ve coğrafi konum gibi değişkenlere bağlı olarak hizmetlere erişimde eşitsizlikler derinleşmiş, yapısal sorunlar nedeniyle sağlık sistemi parçalanmıştır. Yetersiz finansman nedeniyle altyapı eksiklikleri göz ardı edilmiştir. Peru’nun, temel sağlık göstergelerine ve ulusal yoksulluğu azaltma politikalarında yer alan ekonomik verilere öncelik veren, sağlıkta bütüncül yaklaşımı gözden kaçıran yönetim sistemlerine odaklanmasıyla; COVID-19 pandemisine yeterli cevap verilememiştir. Bu çalışmada, Peru nüfusuna ait sağlık göstergeleri ele alınmış, sağlık sisteminin ana hatları ile COVİD-19 pandemisinin ülkedeki yansımalarına değinilmiştir.

In the Peru healthcare system a series of reform processes with neoliberal policies have been started since the 1990s, as in most countries. With the structural reforms, inequalities in access to services depending on variables such as gender, ethnicity, income and geographical location have deepened; the healthcare system has been fragmented due to structural problems. İnfrastructure deficiencies have been ignored due to insufficient financing. Due to Peru’s focus on management systems that prioritize basic health indicators and economic data included in national poverty reduction policies and overlook the holistic approach to health; the COVID-19 pandemic has not been adequately responded to. In this study, health indicators of the Peru population, the main lines of the healthcare system and the reflections of the COVID-19 pandemic in the country were discussed.
