Özet

  • Kazakistan bağımsızlığını ilan ettiğinde Semashko modeline göre düzenlenmiş bir sağlık sistemi miras kalmıştı. Bağımsızlık ilanından günümüze kadar Kazakistan’da, bir dizi sağlık reformu yapıldı. Başarılı reform söylemlerine karşın, birinci basamak sağlık hizmetleri ihtiyacı karşılayamadığı gibi hizmete erişim de eşit değildir. Sonuçta, reformlar ile Kazakistan sağlık sistemi piyasa koşullarına uyumlu hale getirildi. Kazakistan’da ilk COVID-19 olguları 13 Mart 2019 günü saptandı. İlk ölüm ise 27 Mart günü açıklandı. Enfeksiyon mücadelesi doktorlar tarafından değil, Ulusal Güvenlik Komitesi ve kolluk kuvvetleri tarafından yürütüldü. Süreçte baskıcı bir tutum uygulanan COVID-19 pandemisinde Kazakistan’ın önceliği politika ve ekonomi oldu. Ekonomiyi yeniden canlandırmak için acele edilirken, sosyal ve ekonomik yardımlar sağlanamadı. Tutarsız haberler halkın hastalık algısını etkiledi ve hastalıkta büyük dalgalanmalara neden oldu. Bazı bölgelerde hekim sıkıntısı yaşandı. Sonuç olarak, Kazakistan’ın sağlık sistemindeki ve yönetim biçimindeki olumsuzluklar COVID-19 ile etkili mücadele etmesini engellemiştir.

Summary

  •  When Kazakhstan declared its independence, a healthcare system tailored to the Semashko model was inherited. Since the declaration of independence, a number of health reforms have been carried out in Kazakhstan. Despite the successful reform rhetoric, primary health care services cannot meet the needs and access to services are not equal. As a result, with the reforms, the health system of Kazakhstan was made compatible with market conditions. The first COVID-19 cases were detected on March 13, 2019 in Kazakhstan. The first death was announced on 27 March. The fight for infection was not led by doctors, but by the National Security Committee and law enforcement. An oppressive attitude is applied in the process. In the COVID-19 pandemic, Kazakhstan’s priority was politics and economy. While rushing to revive the economy, social and economic assistance could not be provided. Inconsistent news has affected the public’s perception of the disease and therefore caused large fluctuations in the disease. There was a shortage of physicians in some regions. As a result, the negativities in Kazakhstan’s health system and management style prevented it from fighting COVID-19 effectively
