Özet

  • Yunanistan’da 2008 yılında başlayan ekonomik kriz sağlık hizmetlerini derinden etkilemiştir. Sağlık hizmetlerine ayrılan genel pay ve genel pay içindeki kamuya düşen dilim yıldan yıla azaltılmış, sağlık sistemi özel sektör baskınlığında idame ettirilmeye çalışılmıştır. Sağlık hizmetleri altyapısı ve emek gücü anlamında düzensiz ve dengesiz bir dağılım gösteren Yunanistan’ın göç politikalarındaki eksik adımlar, ülkeyi pandemi açısından özel bir konuma getirmiştir. 27 Şubat 2020’de ilk COVID-19 vakası ve 12 Mart 2020’de ilk COVID-19 kaynaklı ölüm görülen ülke, pandeminin ilk günlerinden itibaren hızlı ve radikal önlemler alarak ekonomik zorluklar yaşayan sağlık sektöründeki yükün kaldırılamaz hale gelmesini geciktirmiştir. Sağlık bakanlığı yetkilileri, sendika yöneticileri, oluşturulan bilim kurulları tarafından, halk; pandemi hakkında bilgilendirilmiş ve yönlendirilmiştir. Vaka ve ölüm sayıları grafikleri incelendiğinde, sayıların seyri uygulanan kısıtlamalar, sokağa çıkma yasakları ve göç politikasından kaynaklanan mülteci olayları çerçevesinde değerlendirilmiştir. Ülkenin vaka ve ölüm sayılarındaki pik değerleri, 13 Kasım’da 3.316 yeni tanı ve 29 Kasım’da 121 yeni ölüm şeklinde görülmüştür. Uygulanan radikal ve sert kısıtlamalarla, aşılamanın başlaması ile hafifleme seyrinde devam eden pandemi süreci, ülkenin sağlık, ekonomi ve göç politikalarının tekrar gözden geçirilmesi için uyarıcı bir nitelikte olmuştur.

Summary

  • Greece’s economic crisis, which began in 2008, has deeply affected health care. The public denominator in the general share and the general share allocated to health was reduced from year to year and the health system was tried to be maintained under the dominating of the private sector. The lack of steps in Greece’s migration policies, which show an irregular and unbalanced distribution in terms of health infrastructure and labor, have put the country in a special position in terms of the pandemic. The country, which experienced the first COVID-19 case on February 27, 2020 and the first COVID-19-related death on March 12, 2020, has taken rapid and radical actions since the first days of the pandemic, delaying the unstoppable burden on the health sector, which is experiencing economic difficulties. By the officials of the ministry of health, union managers, the scientific boards created the people; has been informed and directed about the pandemic. When the number of cases and deaths charts were examined, the course of the numbers was evaluated within the framework of the restrictions imposed, curfews and refugee incidents arising from migration policy. Peak values in the country’s case and death counts were seen as 3316 new diagnoses on November 13 and 121 new deaths on November 29. The pandemic process, which continues to ease with the radical and harsh restrictions imposed and with the onset of mass vaccination, has been stimulating for a review of the country’s health, economic and migration policies.
